This refers to Liu Xiao’s telegram to the CPC Central Committee dated August 16, 1958. The telegram stated: Not long ago, I paid a visit to Comrade Kosygin and conveyed to him Chairman Mao’s reply to the CPSU Central Committee’s notification concerning Wang Ming. Kosygin expressed great pleasure that Chairman Mao fully understood the CPSU Central Committee’s position. As for whether Wang Ming should continue treatment in the Soviet Union, he said that this should be decided entirely by the CPC Central Committee. Since Chairman Mao believed Wang Ming could remain there, it would not impose any burden on the Soviet side. Subsequently, I informed Kosygin that Chairman Mao warmly welcomed him to visit China at any time convenient for him, to which Kosygin responded with deep emotion. This telegram was distributed as a document at the expanded meeting of the CPC Central Politburo held in Beidaihe.
