The commune must gradually cultivate its members into laborers with socialist consciousness, culture, skills, and all-round abilities. [2]

III
When conditions are ripe, establish specialized universities suited to the commune’s needs. In the future, when production is highly developed, the labor time of commune members may be appropriately reduced, and their study time increased. The entire younger generation must attain the political, cultural, and technical level of university education. [3]

IV
The commune shall implement universal arming of the entire population. Able-bodied young and middle-aged people, as well as demobilized and discharged soldiers, shall be organized into militia units, undergo regular military training, and undertake military tasks assigned by the state. The purpose is to maintain public order and prepare to counter imperialist aggression. [4]

The draft regulations consist of 24 articles, covering the nature, purpose, and tasks of the commune; the composition of members and procedures for joining; the commune’s handling of property from former agricultural production cooperatives and personal property; plans for improving agricultural tools, rural electrification, and industrial development; the establishment and operation of the commune’s supply department; the establishment and operation of the commune’s credit department; compulsory education and school arrangements; scientific research work; universal arming and the organization, training, and tasks of the militia; the commune’s jurisdictional scope; the powers of the commune’s supreme authority, the members’ representative assembly; the organizational form of centralized leadership and decentralized management; wage distribution and management; grain distribution and management; the construction and management of public canteens, nurseries, sewing groups, happiness homes, and public cemeteries; improvements in members’ living conditions, cultural and recreational activities, and sports; as well as the commune’s annual income distribution items, planned management, and democratic management. This draft was distributed at the enlarged meeting of the Political Bureau of the CPC Central Committee held in Beidaihe on August 17, 1958. It was published in full in Issue 7 of *Red Flag* on September 1, 1958.
