Notes on the Report from Huang Zhen Regarding Indonesia’s Request for a Loan

With regard to the matter of Indonesia seeking a loan as mentioned in the second paragraph on the second page of this document, did Huang Zhen previously submit a report on this issue? If so, please forward a copy for my review. Please return this document to Mao after I have read it.

Refers to Huang Zhen’s report to the Ministry of Foreign Affairs dated July 27, 1958. On the second page, it is stated that, given Indonesia’s request for a loan from the Soviet Union and its ongoing policy of suppressing subversive activities, securing a loan from the United States would still be very difficult. Since Indonesia has urgently approached our government with a request for a loan, our embassy believes that our government might consider granting a portion of it. This would, like the previous rice and cloth loans, provide timely assistance under urgent circumstances.
