These comments were written on a report submitted by the Hubei Provincial Committee of the CPC on July 21, 1958, requesting to defer the submission to the Central Committee of the comprehensive plan for Hubei Province’s Second Five-Year Plan and the plan for developing industry and agriculture. The report stated that at the Nanning Conference, Chairman Mao had stipulated that all provinces were to submit their comprehensive plans for the Second Five-Year Plan and for the development of industry and agriculture to the Central Committee no later than July 1. However, following the Second Plenary Session of the Eighth CPC National Congress, circumstances had changed considerably, rendering the original plans unsuitable for the new situation and necessitating revision and supplementation. Accordingly, it was proposed to submit these plans to the Central Committee in October.

Xiaoping refers to Deng Xiaoping, who at that time served as General Secretary of the CPC Central Committee and Vice Premier of the State Council.
