Notes [1] These comments were written on a report submitted on July 21, 1958, by the Hubei Provincial Committee of the CPC to the Central Committee, requesting a delay in the submission of Hubei Province’s comprehensive second five-year plan and its industrial–agricultural development plan. The report stated that at the Nanning Conference, Chairman Mao had stipulated that all provinces were to submit their comprehensive second five-year plans and industrial–agricultural development plans to the Central Committee no later than July 1. However, following the Second Plenary Session of the Eighth CPC National Congress, conditions had changed considerably, rendering the original plans unsuitable for the new situation and necessitating revision and supplementation. Accordingly, it was proposed to submit these plans to the Central Committee in October.
