To Comrade Zh. Sambuu, Chairman of the Presidium of the Great People's Khural of the Mongolian People's Republic:
To Comrade Yu. Tsedenbal, Chairman of the Council of Ministers of the Mongolian People's Republic:

On the occasion of the 37th anniversary of the victory of the Mongolian People's Revolution, we, on behalf of the government of the People's Republic of China and the Chinese people, extend our warmest congratulations to you, and through you, to the government of the Mongolian People's Republic and the Mongolian people.

Under the leadership of the Mongolian People's Revolutionary Party and the government of the Mongolian People's Republic, the Mongolian people have achieved remarkable successes in all aspects of building socialism, consolidating the unity of the socialist camp headed by the Soviet Union, and safeguarding peace in Asia and the world. For this, the Chinese people feel boundless joy.

Not long ago, the 13th Congress of the Mongolian People's Revolutionary Party summarized the experience of the Mongolian people in carrying out socialist construction and formulated a new three-year plan for the development of the national economy. We are deeply convinced that the industrious and courageous Mongolian people will certainly achieve new and greater successes in the cause of building socialism.

May the brotherly friendship between the peoples of China and Mongolia continuously develop. May the Mongolian People's Republic become daily more prosperous and strong.
