Comrade Z. Sambu, Chairman of the Presidium of the Great People’s Khural of the Mongolian People’s Republic,
Comrade Y. Tsedenbal, Chairman of the Council of Ministers of the Mongolian People’s Republic:

On the occasion of the thirty-seventh anniversary of the victory of the Mongolian People’s Revolution, on behalf of the Government of the People’s Republic of China and the Chinese people, we respectfully extend our warmest congratulations to you and, through you, to the Government and the people of the Mongolian People’s Republic.

Under the leadership of the Mongolian People’s Revolutionary Party and the Government of the Mongolian People’s Republic, the Mongolian people have achieved remarkable successes in building socialism, strengthening the unity of the socialist camp led by the Soviet Union, and safeguarding peace in Asia and throughout the world. The Chinese people are filled with boundless joy at these accomplishments. Not long ago, the Thirteenth Congress of the Mongolian People’s Revolutionary Party reviewed the experience gained in the course of socialist construction and adopted a new three-year plan for developing the national economy. We are firmly convinced that the hardworking and courageous people of Mongolia will certainly attain new and even greater achievements in their socialist endeavor.

We wish that the fraternal friendship between the peoples of China and Mongolia will continue to grow and flourish.
