Refers to Deng Zihui’s report dated June 24, 1958, to Mao Zedong concerning statistics on increased summer harvest yields.
The main content is as follows:
I. Based on yield-increase figures already reported from 17 provinces and autonomous regions including Henan and Hunan, the total additional output amounts to 33.9 billion jin.
II. Estimated increases in Gansu, Xinjiang, and Beijing together add another 1.5 billion jin.
III. According to statistics from 20 provinces and municipalities combined with estimates, this year’s total summer grain output is projected to reach 95.1 billion jin, compared with 59.6 billion jin last year—an increase of 35.5 billion jin over last year.
IV. Extrapolating from the summer harvest, the annual total grain production could exceed 520 billion jin, representing an increase of 210 billion jin. In this way, this year’s output would surpass the grain-production target set by the Eighth National Congress for the Second Five-Year Plan. (Mao Zedong wrote a marginal note on this point: “The First Plenary Session of the Eighth Congress decided on 500 billion jin for 1962.”)

To be handled by Ke Cheng. After processing, please forward this draft to Xiaoping [2],
and circulate it to all Central Committee members and ministers present in Beijing.
