It seems that we cannot avoid holding celebrations. Please have the Secretariat discuss this, then convene the Standing Committee for a meeting to deliberate on the guiding principles and reply to the CPSU.

In a report dated June 20, 1958, sent by the Chinese Embassy in the Soviet Union to the Ministry of Foreign Affairs and the International Department of the CPC Central Committee, with copy to the Central Committee, it was stated that on June 20, Vinogradov, First Deputy Head of the CPSU Central Committee’s Department of International Relations, received Chen Chu and informed him that the CPSU Central Committee attached great importance to the tenth anniversary of our nation’s founding, regarding it as a major festival for the entire socialist camp. The Soviet Union would organize large-scale, nationwide celebratory events. The CPSU Central Committee expressed its desire to learn about China’s intentions—namely, the plans, measures, scale, and overall spirit of the celebrations—in order to coordinate activities more closely.

Liu refers to Liu Shaoqi. Deng refers to Deng Xiaoping, who at that time served as General Secretary of the CPC Central Committee and Vice Premier of the State Council.
