Comments on the Submission of the Report “Agriculture Holds Great Promise” to the Military Commission Meeting (June 22, 1958) This document [1] is hereby circulated to all comrades attending the Military Commission meeting.
Grain, steel, and machinery are the three most important matters.
With these three in place, everything else will follow.
Among them, grain and other agricultural products constitute the foremost priority; we should therefore pay very close attention to agricultural issues.

Notes [1] Refers to the report submitted by the Ministry of Agriculture on June 11, 1958, to the Political Bureau of the CPC Central Committee concerning the Outline of the Second Five-Year Plan for Agricultural Development.
The report covered the following: the area of cultivated land and the proportions of various crops by 1962; production targets for grain, cotton, and oilseeds; measures to increase output; and development targets for animal husbandry.
When approving this report, Mao Zedong changed its title to “Agriculture Holds Great Promise (Submitted by the Ministry of Agriculture to the Political Bureau—The Objectives to Be Achieved in Agriculture During the Second Five-Year Plan Period).”
