Refers to the report submitted by the Party Group of the Ministry of Metallurgy to Mao Zedong and the Central Committee on June 21, 1958, concerning the steel production plan. The report stated:
The East China region has proposed striving to raise its steel production capacity to 8 million tons by next year. This is an extremely important target. Based on this figure, the development of our country’s iron and steel industry will enter a new stage. We have discussed with comrades from the East China region measures to achieve a production capacity of 8 million tons by next year. Meanwhile, the other major cooperative zones have recently held separate planning conferences on the metallurgical industry to determine their targets for next year and for the Second Five-Year Plan. Judging from the proceedings of these regional conferences, next year’s steel output could exceed 30 million tons, while by 1962 production levels may reach over 80 to 90 million tons.
At present, the Ministry of Metallurgy is devoting all its efforts to coordinating with the various regions to jointly organize design work, equipment manufacturing, and the training of technical personnel, among other tasks.
