Comments on the Report “Agriculture Holds Great Promise”

This document is hereby circulated to all comrades attending the Military Commission meeting. Grain, steel, and machinery are the three most important matters. With these three in place, everything else will follow. Among them, grain and other agricultural products constitute the foremost priority; we should therefore pay close attention to agricultural issues.

Refers to a report submitted by the Ministry of Agriculture to the Political Bureau of the CPC Central Committee on June 11, 1958, concerning the Outline of the Second Five-Year Plan for Agricultural Development. The report covered such topics as: the projected acreage of cultivated land and the planting ratios of various crops by 1962; output targets for grain, cotton, and oilseeds; measures to increase production; and development goals for animal husbandry. When Mao Zedong approved this report, he changed its title to “Agriculture Holds Great Promise (The Ministry of Agriculture Presents to the Political Bureau the Objectives to Be Achieved in Agriculture During the Second Five-Year Plan Period).”
