Comments on the Plan for 1962 Production Levels of Major Metallurgical Products

This document is hereby circulated to all comrades attending the Military Commission meeting. Once we reach 60 million tons of steel in 1962, surpassing the United States will no longer be difficult. We must strive to produce 25 million tons of steel by 1959, thereby first exceeding Britain. Attached are some simple tables that are easy to understand.

Refers to the report submitted by the Ministry of Metallurgical Industry to the Political Bureau of the CPC Central Committee on June 7, 1958, concerning the plan for 1962 production levels of major metallurgical products. The report included: national 1962 production targets for key metallurgical commodities (steel, aluminum, copper, gold); regional 1962 production targets for these commodities; the investment required during the Second Five-Year Plan; the quantity of equipment needed; and the amount of construction materials required, among other items. When endorsing this report, Mao Zedong added the following note beneath its original title, “Plan for 1962 Production Levels of Major Metallurgical Products”: “Submitted by the Ministry of Metallurgical Industry to the Political Bureau, June 1958.”
