Refers to Li Xiannian’s report dated June 16, 1958, submitted to the Political Bureau of the CPC Central Committee concerning the key points of the Second Five-Year Fiscal Plan. The report reviewed the current state and trends of the national economy, as well as the fiscal revenue and expenditures for the Second Five-Year Plan, and put forward suggestions on how to arrange the construction projects under the plan.

who at that time held the post of Secretary-General of the CPC Central Military Commission.

When approving Li Xiannian’s report, Mao Zedong revised the phrase “this year’s wheat harvest has already increased by more than 35 billion jin, which is 20 billion jin more than the total grain increase for the entire year of 1957, amounting to 15 billion jin” by changing “1957” to “1956”; and he inserted the word “and” between “production” and “construction” in the sentence “the allocation of fiscal expenditures for the Second Five-Year Plan should first of all ensure the needs of production and construction.”
