In a report to Mao Zedong dated June 6, 1958, Minister of the Metallurgical Industry Wang Heshou stated: “We have held talks with Lin Tie regarding steel construction in the North China region. Their original plan was relatively modest. As a result of our discussions, we now believe it is feasible to reach a production capacity of 8 million tons by the end of next year. Both sides are confident that we can achieve this target. Over the past two days, we have been studying the development plan for the nonferrous metals industry. After the 9th, members of the Party Group of the Ministry of Metallurgical Industry will separately travel to various regions to coordinate with the provinces and municipalities in implementing the necessary measures. We are highly confident that we will not only meet but also exceed the targets currently set.”

Xiaoping refers to Deng Xiaoping, who at that time served as General Secretary of the CPC Central Committee and Vice Premier of the State Council.
