Explanatory Note to the Second Revised Draft of the “National Program for Agricultural Development from 1956 to 1967” [1] (May 1958) On May 23, 1958, the Second Plenary Session of the Eighth National Congress of the Communist Party of China, acting on the revised draft submitted by the Central Committee, made a second revision and gave it preliminary approval in principle, with a view to submitting it to the First Session of the Second National People’s Congress for adoption. Note [1] The revised draft of the “National Program for Agricultural Development from 1956 to 1967” was again put before the Second Plenary Session of the Eighth National Congress of the Communist Party of China in May 1958. On May 23, the Second Plenary Session made a second revision to the Program and decided to adopt it in principle, “calling upon all Party members, together with the 500 million farmers and the entire nation, to strive jointly to realize the National Program for Agricultural Development ahead of schedule.”
