The report states: Regarding the issue of improving China’s labor wage and labor insurance and welfare systems, the Central Committee has decided to discontinue the old methods in industrial enterprises below the county level, with each province and autonomous region drafting new methods instead. As for industrial enterprises at or above the county level, I believe that the original methods should be temporarily maintained in existing enterprises and among existing workers, with basically no changes; however, new methods may be devised and implemented in newly established enterprises and among newly recruited workers. In addition, I have discussed two issues concerning education and labor with Comrades Enlai, Ding Yi, and comrades from certain provincial and municipal Party committees: one is whether, in addition to implementing the current school education system and the labor system in factories, mines, and government offices, it is possible to simultaneously implement a system of half-work, half-study school education and a half-work, half-study labor system in factories, mines, and government offices. The other is, besides focusing on organizing production campaigns for urban workers and agricultural cooperatives, to also organize the family dependents of workers, women in rural areas, and other semi-able-bodied laborers. These two issues are already being tested in individual units.
