Refers to Teng Daiyuan’s speech draft delivered on May 15, 1958, at the Second Plenary Session of the Eighth CPC National Congress, entitled “How Can We Build and Operate Railways More Quickly and Effectively?” The speech covered the following points: (1) It is essential to break free from the shackles of dogmatism; (2) The nationwide upsurge in industrial and agricultural development urgently calls for a major expansion of railway construction; (3) With the whole Party and the entire people working together to develop railways, it is entirely feasible to build 120,000 kilometers of railway within fifteen years.
