We must rely on Party committees at all levels and rely on the masses, must regularly report financial and economic situations to the Central Committee and Party committees at all levels, and must correct the erroneous practice of not reporting or seldom reporting financial and economic situations at ordinary times, then pouring down a torrential downpour all at once. Whether concerning work in industry, agriculture, finance and trade, or transportation, questions of policy, line, and major policy issues should all go through the Central Committee and Party committees at all levels for decision-making. When implementing decisions, attention should be constantly paid to inspection, and methods such as forums, debates, big-character posters, and free airing of views can be used to sound the alarm and criticize tendencies toward divorce from the masses and departure from Party committee leadership.
