Outline of a Speech Delivered at the Meeting
(April 27, 1958)

Can we surpass the United States within fifteen years?
The slogan of surpassing Britain within fifteen years should remain unchanged for a few years; let’s not yet raise the slogan of when we will overtake the United States—let’s wait and see how many years it will take.
Referring to the report from the Ministry of Electric Power [I] (and also the Ministry of Metallurgy): Is it feasible to draft a lengthy report within ten days? It is intended for the Party Congress, and I will also need it.
What are the measures and funding allocations of each ministry, and what is the total investment? Please focus on 1958.
How is the ideological rectification proceeding in the various ministries? (Using the “Red Belt” approach.)
Is it feasible to centralize supreme authority in the Central Committee?
How many people are involved with the draft decision regarding 1953? Is it possible, and when could a formal decision be made?
Is the Third Party Congress (in 1959) feasible?
Could we publicize that the guiding principles have been decided collectively? It seems there are two factions, each holding a different stance.
This situation exists across the five sectors: Party, government, military, mass organizations, and academia.
