Letter to Zhou Enlai et al.
(April 25, 1958)
Comrades Enlai, Chen Yun, Dehuai, Fuchun, and Yibo:

I would like to discuss industrial issues within the next few days. Apart from Fuchun, who has already agreed to come here (2), I wonder whether the rest of you have the time and are willing to join me for a talk. If so, please make your way south on either the 25th or the 26th. I also intend to invite Wang Heshou, Peng Tao, and Teng Daiyuan (31), as well as Zhang Linzhi, Minister of Coal; Liu Lanbo (41), Minister of Petroleum; Liu Jingfan (51) from the Ministry of Geology; and Li Ranghua (61) from the Ministry of Water Resources. Kindly bring Comrade Li Rui (7) along with you. Ideally, we should depart on the 25th itself.

Chen Yun was then Vice Chairman of the CPC Central Committee and Vice Premier of the State Council. Dehuai refers to Peng Dehuai, who at that time served as a member of the CPC Central Political Bureau, Vice Premier of the State Council, and Minister of National Defense. Fuchun is Li Fuchun, a member of the CPC Central Political Bureau, Vice Premier of the State Council, and Director of the State Planning Commission. Yibo is Bo Yibo, an alternate member of the CPC Central Political Bureau, Vice Premier of the State Council, and Director of the State Economic Commission.

At this time, Mao Zedong was in Guangzhou.

Wang Heshou was then Minister of the Metallurgical Industry. Peng Tao was Minister of the Chemical Industry. Teng Daiyuan was Minister of Railways.

Liu Lanbo was Deputy Minister of Water Resources and Electric Power.
