Comments on the Second Five-Year Plan for the Electric Power Industry (April 25, 1958) This document [1] is very well written. With correct political views and thorough political understanding—where politics leads all work—superstition has been dispelled, minds are open and unburdened, and progress is sweeping forward like a torrent. Apart from the few ministries that have already submitted relatively good reports, I hope all other ministries will, following the model of these exemplary reports, prepare one or more reports of varying length for me and the members of the Political Bureau. If there is a particularly fine piece, it may run to ten thousand words or more. The writing should be logically clear, politically guided, ideologically distinct, and vividly expressed. Mao Zedong, April 25, 1958. Printed from the manuscript. Note [1]: Refers to the report submitted by the Ministry of Water Resources and Electric Power to the Political Bureau of the CPC Central Committee concerning the second five-year plan for the electric power industry. The main contents include: (1) Accelerating the development of the electric power industry with the aim of catching up with Britain within ten years; (2) Mobilizing local initiative to promote nationwide electrification; (3) Fully engaging the masses in power generation efforts, making electricity a people’s undertaking; (4) The relative proportions of hydropower and thermal power; (5) Construction of the power grid; (6) Equipment supply issues; and (7) Investment matters.
