[1] Refers to the report submitted by the Gansu Provincial Party Committee of the Communist Party of China on March 29, 1958, to the Central Committee, the Lanzhou Military Region, and additionally to the Gannan Prefectural Party Committee on resolving the Gannan rebellion. The report outlined eleven measures to the Central Committee, including: seizing the opportunity to resolve the Gannan issue; differentiated treatment of tribal leaders; confiscating firearms in rebellious areas; resolutely and thoroughly eliminating external counterrevolutionaries; continuing to protect freedom of religious belief and monasteries; implementing the Party’s policy on prisoners of war; abolishing the feudal system and carrying out democratic reforms; holding memorials among the masses for Tibetan cadres and civilians who were murdered; and organizing armed work teams.
