Refers to the report of the CPC Gansu Provincial Committee on resolving the Gannan rebellion problem, sent to the Central Committee and the Lanzhou Military Region, with a copy to the Gannan Prefectural Committee, on March 29, 1958. The report briefed the Central Committee on 11 measures: seizing this opportunity to resolve the Gannan problem; treating tribal chieftains with differentiation; confiscating firearms in the rebellious areas; resolutely and thoroughly cleaning out external counter-revolutionary elements; continuing to protect the freedom of religious belief and the monasteries; implementing the Party's policy on captives; abolishing the feudal system and carrying out democratic reforms; holding memorial services among the masses for the murdered Tibetan cadres and masses; organizing armed work teams, etc.
