To Comrade Kliment Yefremovich Voroshilov, Chairman of the Presidium of the Supreme Soviet of the Union of Soviet Socialist Republics,

And to Comrade Nikita Sergeyevich Khrushchev, Chairman of the Council of Ministers of the Union of Soviet Socialist Republics:

We are delighted to learn of your glorious election to the posts of Chairman of the Presidium of the Supreme Soviet of the USSR and Chairman of the Council of Ministers. On behalf of the Chinese people and the Government of the People’s Republic of China, we extend to you our heartfelt and warmest congratulations.

Under the leadership of the Communist Party of the Soviet Union and the Soviet Government, the great Soviet people have achieved splendid successes in the cause of building communism, in strengthening solidarity among the socialist countries, and in safeguarding world peace. We wish you new and even greater victories in your struggle to realize these lofty aims of the Soviet people.
