Refers to the report submitted by the Zhejiang Provincial Committee of the CPC to the CPC Central Committee and the Shanghai Bureau on March 5, 1958, concerning the winter production campaign. The report outlined the province’s progress in water conservancy projects, manure accumulation, afforestation, winter crop sowing, as well as efforts to eliminate the “Four Pests” and promote hygiene. It also identified several key issues that needed to be addressed during the winter production drive: First, the need for comprehensive planning and coordination of all production activities. In most parts of the province, a method of “assigning tasks, labor, and timelines” was adopted to integrate various production tasks into a unified plan, ensuring both focused priorities and balanced coverage. This approach facilitated mutual reinforcement among different tasks, leading to rapid and high-quality results. Second, regarding the approximately ten percent of cooperatives classified as “Category III,” local authorities were dispatching experienced cadres to strengthen leadership, combining production work with the ongoing rectification campaign to thoroughly reorganize these cooperatives, with the goal of fundamentally transforming their backward conditions before spring plowing began. Third, the relationship between production and distribution. In some areas, insufficient attention had been paid to grain distribution, resulting in lax oversight. Consequently, grain yields in those regions had not been properly verified, state-controlled sales were inadequately arranged, and instances of public complaints about food shortages had resurfaced, thereby negatively impacting the current upsurge in production. The report concluded by stating that, in order to achieve a great leap forward in agricultural production, the provincial committee was determined to continue intensifying the rectification campaign, thoroughly reforming leadership thinking and working style, and guiding the production movement with the spirit and methods of the campaign. Furthermore, it was hoped that mass inspection and evaluation activities would be launched across the province, with regular visits organized for representatives of various cooperatives to central model cooperatives for observation and assessment, so as to learn from advanced practices, explore ways to improve, and formulate work plans. In this manner, both inspecting and inspected units would have a clear direction for their efforts, thereby promoting the development of the spring plowing campaign.
