Central Instructions on Forwarding the Henan Provincial Party Committee’s Report Concerning the Conveyance and Discussion of the Sixty Articles on Methods of Work (February 7, 1958)

To all Provincial Party Committees, Municipal Party Committees directly under the Central Committee, Party Committees of Autonomous Regions, the Shanghai Bureau, the Conveners of the Inter-Provincial Conferences, and the Party Leadership Groups of All Departments of the Central Authorities and Central State Organs:  One copy of the Henan Provincial Party Committee’s report dated February 2 concerning the issue of the Sixty Articles on Methods of Work [1] is hereby forwarded for your reference in the course of your deliberations on this matter.

Notes [1] The report of the CPC Henan Provincial Committee states that, upon Comrade Shi Xiangsheng’s return from the Nanning Conference, the Standing Committee of the Provincial Party Committee convened from January 29 to February 1 to convey and discuss Chairman Mao’s instructions on the Sixty Articles on Methods of Work, while also communicating them to leading cadres of all departments directly under the province. On February 3, meetings were held in seven regions for cadres at or above the level of county party secretaries, with members of the Standing Committee each taking charge of the respective sessions to deliver the message. The Standing Committee of the Provincial Party Committee fully endorsed Chairman Mao’s instructions, unanimously deeming them essential for ensuring the success of the technological revolution, providing our socialist economic system with a solid material foundation, fundamentally building a socialist society, and laying the necessary groundwork for the subsequent transition from socialism to communism. The report further notes that, guided by the spirit of Chairman Mao’s instructions and taking into account the specific conditions of our province, the Standing Committee has made new arrangements for current work, the main points of which are: (1) Thoroughly carry forward the rectification campaign to secure complete victory; (2) Draw up sound plans and organize a comprehensive Great Leap Forward, including raising agricultural planning targets and revising industrial plans, launching a reform movement in the fields of culture and education, cultivating technical personnel, and intensifying infrastructure construction in disaster-stricken areas; (3) Launch a major publicity drive during the Spring Festival to acknowledge achievements, disseminate advanced experiences, overcome right-leaning conservative tendencies, and wage a three-year hard struggle to fundamentally transform the appearance of the entire province.
