[3] Refers to Yang Yong’s report to Peng Dehuai dated January 28, 1958. The report stated that, as the decision to withdraw the Volunteers from Korea had been made and the time for action was drawing near, and in the spirit of maintaining combat readiness while economizing on expenditures, preliminary measures had been taken, including halting the construction of barracks and warehouses, scaling back the building of permanent fortifications along the front line, sending dependents home, and prohibiting all officers’ family members from entering Korea. The report also put forward opinions and suggestions regarding the disposition of troops upon their return to China—specifically, their garrison locations—and the handling of the Volunteers’ directly affiliated organs.
