[1] This is a note written by Mao Zedong in response to a report submitted on June 19, 1957, by Peng Dehuai, a member of the CPC Central Military Commission, Vice Premier of the State Council, and Minister of National Defense.
[2] The “Instructions on Improving Military Service Work” submitted by Peng Dehuai on behalf of the CPC Central Military Commission stipulated that the militia and the reserve forces should be merged into one entity, with the militia serving as the reserve force.
[3] Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Chen refers to Chen Yun, who at the time was Vice Chairman of the CPC Central Committee and Vice Premier of the State Council. Xiaoping is Deng Xiaoping, who at the time held the posts of General Secretary of the CPC Central Committee and Vice Premier of the State Council. Peng Zhen was then a Secretary of the CPC Central Secretariat, First Secretary of the CPC Beijing Municipal Committee, and Mayor of Beijing.
