Note [1] The plan for the withdrawal of the Chinese People’s Volunteers from Korea was drafted by Zhou Enlai after consultation with the Standing Committee of the Political Bureau and the Secretariat of the CPC Central Committee. With regard to the method of withdrawal, the plan proposed that all Volunteer Forces be withdrawn by the end of 1958, in three batches of one-third each. The first batch was to be withdrawn between March and April 1958; the second, between July and September; and the third, by the end of the year.
