Letter to the Dalai Lama[1]

Dear Dalai Lama:

The letter you asked Apei Awang Jinmei[2] to bring me has been received. I am very happy. I have also met with Apei, and Premier Zhou has spoken with him. The Preparatory Committee for the Tibet Autonomous Region, under your leadership, has done its work well and has achievements. Last year, the proposal to implement democratic reform was raised too early, and the work apparatus was also too large; these were shortcomings. It has now been decided not to carry out reform during the period of the Second Five-Year Plan, and the oversized apparatus has been streamlined. This has corrected the shortcomings. It is always difficult to completely avoid shortcomings in work. Our attitude toward shortcomings should be to correctly analyze them, actively correct them, learn from the experience, and continue to advance. After we have corrected the shortcomings, our work will be done even better. During your visit to India, you rejected the bad ideas put forth by those reactionary elements who have fled abroad; this was done very correctly. They will probably still look for opportunities to carry out reactionary activities; it is necessary to educate both clerical and secular officials to maintain vigilance against them. Regarding the problem of the relationship between the local government of Tibet and the Khenpo Lhentshang, it is hoped that both sides will proceed from the desire for unity and resolve it through proper consultation. I am very concerned about you and hope you will pay more attention to your health and write more often.

[1] Refers to the proof copy of the article "Overcome Dogmatism, Plunge into the Anti-Rightist Struggle" written by Chen Qitong and Chen Yading, submitted by the People's Daily for review. It was published in the People's Daily on August 21, 1957. The article made a self-criticism of the article "Our Several Opinions on Current Literary and Art Work" published by Chen Qitong, Chen Yading, Ma Hanbing, and Lu Le in the People's Daily on January 7 of the same year. At that time, Ma Hanbing had already passed away, and Lu Le was abroad.
[2] Wu Lengxi was at the time Editor-in-Chief of the People's Daily.
