To all members and alternate members of the CPC Central Committee; to all provincial committees, municipal committees directly under the CPC Central Committee; to all prefectural-level committees; and to the municipal committees directly under the provinces in Harbin, Changchun, Shenyang, Fushun, Anshan, Lüda, Jinan, Qingdao, Nanjing, Hangzhou, Guangzhou, Changsha, Chongqing, Chengdu, Lanzhou, Xi’an, and Taiyuan:

[1] The first item is a note written by Mao Zedong on the draft notice of the CPC Central Committee regarding the convening of the Third Plenary Session of the Eighth Central Committee; the second item is the notice itself, drafted by Mao Zedong on behalf of the CPC Central Committee.
[2] Liu refers to Liu Shaoqi. Deng refers to Deng Xiaoping, who at that time served as General Secretary of the CPC Central Committee.

It has been decided to hold the Third Plenary Session of the Eighth Central Committee of the Communist Party of China in the second half of September this year. All provincial committees, municipal committees directly under the CPC Central Committee, party committees of autonomous regions, prefectural-level committees, and the aforementioned municipal committees directly under the provinces are requested to dispatch one representative to attend, preferably the first secretary. First secretaries at the provincial level who are already members or alternate members of the Central Committee need not send additional representatives. The main agenda items will be: (1) the Rectification Campaign; and (2) issues concerning the countryside. This is hereby notified. It is hoped that all comrades qualified to attend will study these two matters carefully before the meeting.
