Revisions to the Draft Directive ⑴

Those who have only rightist remarks but no rightist actions should be
distinguished from the extreme rightists who both speak and act (many of
whom also have a history of misconduct). When criticizing the former, we
must adopt a thoroughly rational and benevolent attitude, and refrain from
hastily labeling them as rightists. This approach is essential for
stabilizing the situation, winning over and uniting the middle elements,
and at the same time striking, isolating, and dividing the extreme rightists.
As for the number of rightists and extreme rightists, in Beijing’s thirty-four
colleges and universities and several dozen government organs, approximately
400 people need to be publicly criticized by name across various forums;
nationwide, the figure is around 4,000. You should make a clear list so that
you have a precise understanding of the situation.
