When carrying out large-scale demobilization, it is essential to provide proper arrangements for the soldiers; simply discharging them is not enough. Refers to a report dated February 21, 1957, from Peng Dehuai, Member of the CPC Central Military Commission, Vice Premier of the State Council, and Minister of National Defense, to Mao Zedong concerning an inspection tour of military affairs. The report stated that Peng intended to depart on February 25 or 26, accompanied by more than ten individuals including Chen Geng, Tan Zheng, and Chen Shiji, for a visit to the Nanjing Military Region. The purpose was to inspect defensive fortifications and conduct terrain reconnaissance, as well as to gain an understanding of the work of military academies, troop training, relations within the army, and relations between the military and the civilian population.
