This is Mao Zedong's comment on the *Minutes of the Meeting of the Small Group on the Public Security Army Issue*, submitted on December 28, 1956, by Huang Kecheng, Secretary-General of the Central Military Commission of the CPC Central Committee and Deputy Chief of General Staff of the People's Liberation Army.

The *Minutes of the Meeting of the Small Group on the Public Security Army Issue* submitted by Huang Kecheng stated:
"Regarding the issue of the Public Security Army, after three consultations by the special small group, everyone unanimously agreed to abolish the designation of the Public Security Army and to dissolve the leading body managing the Public Security Army."

On January 17, 1957, Deng Xiaoping, General Secretary of the CPC Central Committee and Vice Premier of the State Council, provided the following instruction:
"Request the Chairman's instruction. After Liu and Chen have reviewed it, return it to Huang Kecheng."
