The first part of this text is an explanation by Mao Zedong, written when he reviewed the draft of the Central Committee of the Communist Party of China’s directive forwarding the Tianjin Municipal Committee’s plan for eliminating counterrevolutionaries in 1957, regarding the addition of one article; the second part is the third article added by Mao Zedong to the Central Committee’s draft directive.

Chen Shutong was then serving as Chairman of the All-China Federation of Industry and Commerce, Vice Chairman of the Standing Committee of the National People’s Congress, and Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference. Rong Yiren was then serving as Vice Chairman of the All-China Federation of Industry and Commerce.

Capitalist personnel who participate voluntarily may take part, and this must be done in consultation with the Federation of Industry and Commerce and the China Democratic National Construction Association, with their consent obtained before proceeding. For counterrevolutionary elements uncovered among capitalist personnel, when concluding the cases, the Federation of Industry and Commerce and the China Democratic National Construction Association must also participate in the review, and their consent must be obtained before the cases can be concluded. Whether to carry out the elimination of counterrevolutionaries among private personnel at present shall be decided by each province and municipality on its own.
