Endorsement on the Report of the Party Committee of the Nanjing Military Region on Strengthening Military-Civil Relations

Request the General Political Department, in the name of the Central Committee and the Military Commission, to distribute this document [1] to the Party committees of all provinces, municipalities, autonomous regions, military regions, and the Chinese People's Volunteers, instructing them to uniformly implement it accordingly and report the results to higher authorities.

[1] Refers to the report submitted by the Party Committee of the Nanjing Military Region on November 16, 1956, to the Central Military Commission, the General Political Department, and the Central Committee of the Communist Party of China, concerning proposals to further strengthen military-civil relations. The report pointed out that certain disharmonious situations still existed in the relationship between military units and local Party and government organs. For example, some military units failed to give adequate consideration to or coordinate with the state’s focus on economic development and the overall work of local authorities, and some demands made to local authorities were excessively high or urgent. Meanwhile, some local officials, due to a lack of understanding of military conditions, did not sufficiently accommodate the characteristics and needs of the armed forces. To further strengthen military-civil relations and resolve existing issues, the report proposed that during the "Support the Government and Cherish the People" and "Support the Military and Give Preferential Treatment to Military Families" month, local Party committees at all levels should convene meetings attended by Party committee members of stationed military units to review military-civil relations, discuss measures for closer ties and enhanced unity in the future, and explore ways to jointly strengthen public security work, as well as improve conscription, demobilization, and job placement for veterans.
