This is Mao Zedong's comment forwarding a report dated October 29, 1956, from Wang Zhenqian, Political Commissar of the 55th Army of the People's Liberation Army, to the Party Committee of the Guangzhou Military Region, regarding the issue of uniting and working together with Army Commander Chen Mingren. The report discussed the shortcomings existing in the interactions between the Army Party Committee's Standing Committee and Chen Mingren, as well as the specific improvement measures adopted to unite and work with him. By treating each other with sincerity, repeatedly seeking him out for individual heart-to-heart talks and collective exchanges of views, and improving the leadership system, unity was enhanced. Chen Mingren expressed that it helped him greatly and hoped for frequent heart-to-heart talks in the future.

Peng Dehuai was then a member of the Central Military Commission of the CPC Central Committee, Vice Premier of the State Council, and Minister of National Defense, presiding over the daily work of the Central Military Commission.
