It cannot be entirely blamed on the lower levels; the central authorities must also bear some responsibility.

Revolution also needs intellectuals, it also needs some culture.

Question Four

First is the supervision of the class, the supervision of the masses, the supervision of people's organizations.

This sentence is written on page 55 of the initial draft of the political report. The content on this page mainly says that among some of our comrades, there exists the erroneous thinking of only pursuing quantity and distorting thrift without regard to quality, and an extremely harmful sense of complacency, resulting in quality accidents in some projects in 1955.

[2] This sentence is written next to a paragraph below page 78 of the initial draft of the political report: "Some of our comrades are unwilling to acknowledge the importance of the cultural revolution. They deny the urgent need to raise culture based on the old experience of the victory of the Chinese revolution. Yes, when the majority of the working people are illiterate and have a very low cultural level, as long as the class consciousness of the working people is gradually raised and guided by Marxism-Leninism, they can overthrow the rule of imperialism and feudalism and realize socialist transformation. If at that time, it was thought that the cultural level of the people must be raised first before carrying out these struggles, that would be absurd. But after these struggles have been completed, the task before us is to build socialism; and to carry out construction, we must have culture. The further construction develops, the more urgent the demand for culture becomes."

[3] This sentence is written next to a paragraph on page 111 of the initial draft of the political report, which discusses the Chinese Communist Party's core leadership position in national life and the particular need for supervision from the democratic parties.

Five

It is necessary to talk about the reason: that is, in order to avoid individual prominence.

Mid-August revision [2]

Now, although our country's socialist transformation has achieved decisive victories in all aspects, classes have not yet been eliminated. After the elimination of classes, the ideological remnants of the bourgeoisie and petty bourgeoisie will still exist for a very long period. This is the social reason why we may still make mistakes in the future. After the elimination of the residual thoughts of the bourgeoisie and petty bourgeoisie, the contradiction between the productive forces and the relations of production in society, and the contradiction between people's subjective and objective worlds, will always exist. This is another reason why people will always have the possibility of making mistakes. We must face these situations squarely, rather than deny them, so that we can make fewer mistakes and make every effort to avoid making extremely serious mistakes, and we must never think that everything is fine and we can rest easy.

[1] This sentence is written next to a paragraph below page 140 of the initial draft of the political report: "We should also always maintain the style of hard work and plain living. Comrade Mao Zedong called on Communist Party members not to celebrate birthdays, not to give gifts, not to organize welcomes or farewells when responsible comrades of the Central Committee and at all levels go out to work or engage in other activities, not to present flags or flowers, and not to name places, organs, enterprises, etc. after people without the consent of the Central Committee, even before we entered the big cities."

(2) This is Mao Zedong's revision of the "Party Leadership" section of the political report draft that Liu Shaoqi sent to him on August 14, 1956.

August 21st Revision [1]

Not long ago, the 20th Congress of the Communist Party of the Soviet Union was a major political event of world significance. It not only summarized the many years of work experience of the first socialist country established in human history and put forward many new policies and guidelines for developing the socialist cause, but also had a major impact on easing world tensions and striving for world peace and human progress.

Now, the high tide of the national awakening movement in the world continues to develop, its scale is very broad, and it will continue to achieve major victories. The national liberation struggles of the Latin American countries are bound to be influenced by Asia and Africa and develop forward. Asia, Africa, and Latin America are the vast rear areas of a few Western imperialist countries. If this rear area is lost, imperialism will collapse. Now a large part of this rear area has been liberated, and several parts are striving for liberation.

Under the dual blows of the socialist revolutionary movement and the national liberation movement, colonialism, that is, imperialism, this extremely ugly thing, has increasingly appeared to be isolated and is moving towards a process of complete disintegration. Whether it is the struggle of old colonial empires in Europe such as Britain and France, or the efforts of the United States to establish a new colonial empire, will be thoroughly defeated. The United States is now the largest and most ferocious colonial imperialism in the world. The collapse of this colonial empire will be the final liberation of mankind. In short, the situation in which a few imperialist powers dominated vast areas of the world has fundamentally changed, and this situation has gone forever.

In the future, as long as socialist countries and national countries continue to unite on the existing common basis, and continue to carry out firm struggles with the support of the people of the world, avoiding war and establishing lasting world peace, the possibility will indeed appear. Because under this situation, it is very difficult for any belligerent country or group of countries to launch a world war. This new situation had already appeared during the period of resisting U.S. aggression and aiding Korea, and it was even more clearly placed before people's eyes in the recent Suez Canal incident, making the imperialist countries dare not expand local wars into world wars, and making sharp international disputes dare not easily resort to force.

[1] Included here are 13 relatively concentrated revisions made by Mao Zedong when reviewing the "International Situation and Domestic Situation" and "The Party's General Line in the Transition Period" sections of the political report (revised draft). In front of these two revised drafts, there are annotations written by Liu Shaoqi on August 21, 1956, such as "This document should be typeset immediately" and "Print well before 12:00 today."

After the Second World War, the United States, headed by American imperialism, formed an aggressive military bloc. They established military bases around the world, organized aggressive military blocs, occupied West Germany and Japan for a long time, and occupied South Korea and our country's territory of Taiwan, and carried out large-scale arms expansion and war preparations, thereby creating a tense world situation. It is said that this is to "defend against communist aggression." Although they clamor against communism in words, their actual purpose is not only here, and their primary and main purpose is not here either.

This group is firmly opposed to communism. However, because the powerful socialist camp headed by the Soviet Union, which is very tightly united, is not easy to knock down, and knocking down the barrier of this camp will cause the collapse of the entire capitalist system, they cannot but consider this point. The socialist camp, in its essence and actual situation, has absolutely no need to invade externally, so they actually have no "communist aggression" to "defend" against. What they need to defend against is the people of colonies and dependencies, as well as their own people and the people of other countries.

Five

The establishment of the socialist camp headed by the Soviet Union, the development of the national liberation movement, and the shrinking of the colonialist position are in line with the interests of the proletariat and its revolutionary parties in Western countries who demand social liberation. They have found a powerful ally here. The easing of international tensions and the emergence of the possibility of lasting peace are in line with the interests of all people and countries who do not want war. Therefore, as far as Western countries are concerned, there is a great force there that can serve as our ally in the cause of peace. We must pay attention to the development of the workers' movement and the people's movement within Western countries.

/\

The imperialists will continue to create tensions in many places, and will continue to oppress everything they can oppress, and will never let go easily. The elements of the outbreak of war, namely monopoly capital, still exist and will play a role. Therefore, the struggle will still have to go through many tortuous processes.

Seven

The support of the powerful socialist camp headed by the Soviet Union, the support of the broad national liberation movements in Asia and Africa and Latin America, and the support of the people's forces in imperialist countries and other countries have contained the strength of imperialism and externally protected the victory of our revolution. Particularly important here is the existence and support of the Soviet Union.

)\

In the early days of the War of Resistance Against Japan, our Party formed a united front agreement with the Kuomintang to resist Japan together. Later, especially after the end of the War of Resistance Against Japan, our Party repeatedly explored whether it was possible to achieve China's transformation through peaceful means, and in 1946, we, together with several democratic parties, reached an agreement with the Kuomintang on peaceful nation-building. We believe that this policy of peaceful exploration was correct. However, in carrying out this exploration, our Party did not abandon vigilance and did not abandon its own armed forces. Our policy was: if the Kuomintang is willing to have peace and is willing to carry out social and political reforms under peaceful conditions, this is beneficial to the people's revolutionary cause, and we should of course strive to do so. But if the Kuomintang insists on imposing war on the people, then we are also fully prepared to mobilize the strength of the people to defeat them and make the initiators of the war reap the consequences.

The actual conclusion made by history is exactly this. The result of the war pushed the Kuomintang reactionaries, supported by the imperialists, from their ruling position in China, the military and bureaucratic institutions of old China were completely shattered, and the people's democratic dictatorship in the revolutionary base areas became the people's democratic dictatorship of the whole country. This revolutionary method was war, the use of force by the revolutionary side to overthrow the force of the counter-revolutionary side. But in the process of the war, there were also several places that were liberated through peaceful negotiations, such as Beijing, Suiyuan, Changsha, Kunming, western Sichuan, Xinjiang, and most parts of Tibet.

There were disputes on the two issues of preparing to seize power by war and implementing the seizure of power by war. Some people did not understand China's specific conditions, and at critical moments, they opposed our preparation for war and the implementation of seizing power by war. This was an opportunist line. If we had followed this line, there would be no People's Republic of China today. Don't think this is a small matter, this is a major issue related to whether or not to seize power in a country with a population of 600 million when the time is ripe.

Nine

The founding of the People's Republic of China marked the beginning of the revolution's transition to socialism. Under such conditions, the possibility of the Chinese people, under the leadership of our Party, carrying out a series of peaceful reforms from democracy to socialism truly emerged. This revolutionary method is peaceful, that is, using the method of education and persuasion, rather than the method of forceful suppression.

Ten

Like the Russian October Revolution, the Chinese revolution will inevitably cause various results in the world, which is the law of history. For more than a hundred years, especially in the twentieth century, no major events in the world have not influenced each other.

Mao Zedong's Complete Works
Volume Thirty-Six

Eleven

During the transition period, we must not forget that part of our motherland's sacred territory, Taiwan, has not yet been liberated. The issue of liberating Taiwan is entirely China's internal affair. We hope that all patriotic military and political personnel in Taiwan will agree to use peaceful negotiations to bring Taiwan back to the embrace of the motherland and avoid the use of force. If the use of force is unavoidable, it will be after the possibility of peaceful negotiations has been lost, or after peaceful negotiations have failed. No matter what method is adopted, we believe that the just cause of liberating Taiwan will surely be victorious. The activities of the American imperialists attempting to occupy Taiwan for a long time and thereby continue to threaten our country are doomed to failure.

Twelve

The so-called special laws are the differences between countries, that is, the specific paths for the proletariat of each country to obtain ruling power, the state form of the proletarian dictatorship, a one-party system or a multi-party system under the leadership of the revolutionary party of the working class, the methods of transforming the old relations of production, the speed of carrying out socialist construction, the time required for the transition period, etc., because different political and economic conditions in each country will be different. And such differences exist in any different nation, and there may be more of them in some nations. It is wrong to think that with differences, the commonality can be denied; it is also wrong to think that with commonality, the differences can be denied. It is impossible to imagine that the specific development process and manifestation of the socialist system in various countries can only have a uniform format. Our country is an Eastern country and also a large country. Therefore, our country not only has many of its own characteristics in the process of democratic revolution, but also has many of its own characteristics in the process of socialist transformation and socialist construction, and will continue to have many of its own characteristics after building a socialist society in the future.

Thirteen

At present, the central task of our Party is to rely on the joint efforts of the already organized, diligent, and brave 600 million Chinese people to carry out economic construction and cultural construction in a greater, faster, better, and more economical way, in order to quickly overcome our country's backward economic and cultural state and make our country and people prosperous. In order to achieve this goal, we must continue to complete the tasks of socialist transformation; we must strive to overfulfill the first five-year plan for the development of the national economy and prepare to implement the second five-year plan; we must strive to promote the progress of science, culture, and technology in our country; we must continue to consolidate our country's people's democratic dictatorship and further develop the country's democratic life; we must continue to raise the level of consciousness and organization of the working masses; we must continue to consolidate the fraternal alliance with the peasants; we must continue to consolidate the unity and friendship of all ethnic groups in the country; we must continue to consolidate and expand the united front of all patriotic forces; we must continue to consolidate the ideological, political, and organizational strength of the Party and strengthen the study of Marxist-Leninist theory; and finally, we must consolidate the unity with the fraternal parties of all countries and strive for the assistance of all progressive forces in the world for our country's socialist construction. All of these are tasks that our Party should actively complete in the future.

August 24th Instructions and Revisions

To Comrade Shaoqi:

I have read this document once and it has been revised very well. I have made some small revisions, please consider them. I feel that there are still some repetitive and cumbersome places in the text that can be deleted. It can be revised in early next month.

Mao Zedong
August 24th

The united front has already been discussed here. The part written by Li Weihan about the united front seems unnecessary.

Before the victory of the bourgeois democratic revolution throughout the country, although the revolutionary base areas included hundreds of millions of people, because the main task of the revolution was still to mobilize the strength of the people of the whole country to overthrow the rule of imperialism, feudalism, and bureaucratic capitalism in China, and the reforms of a bourgeois democratic revolutionary nature, from rent reduction and interest reduction to the final confiscation of landlords' land and distribution to peasants, were carried out in the base areas, we did not destroy the ownership of the means of production of the national bourgeoisie, nor did we destroy the individual ownership of small peasant producers. Therefore, the nature of the revolution at this time was still bourgeois democratic in nature, not socialist in nature.

Now it is the working class leading the peasants and other working people and the national bourgeoisie in the dictatorship over the landlord-comprador-bureaucrat-bourgeoisie of the old era. Such a dictatorship can carry out the tasks of the bourgeois democratic revolution, and it can also carry out the tasks of the socialist revolution. When it carries out the tasks of the socialist revolution, its nature as a proletarian dictatorship is clearly revealed.

Four

As for the social nature of our country, it is still a society of a transitional nature. On the one hand, it has basically gotten rid of the influence of various factors of capitalism. On the other hand, there are still some capitalist factors existing, and it will take a few more years for a socialist society to be completely built. It is in the process of rapid change.

Five

The essence of the proletarian dictatorship is the leadership of the working class over state power through the Communist Party. Our Chinese Communist Party's leadership of the revolution was established long ago in the struggle to carry out the tasks of the bourgeois democratic revolution and in the organs of power in the various revolutionary base areas. At that time, the main representatives of the national bourgeoisie had not yet participated in this kind of power, but some non-Party democrats had already participated in government work. After the founding of the People's Republic of China, not only peasants and other working people participated in the work of state organs, but also the national bourgeoisie, various democratic parties, non-Party democrats, and representatives of various minority nationalities. These representatives and their groups all declared that they were willing to accept the leadership of the Chinese Communist Party and recognize the Chinese Communist Party's leading position in state power.

、
A

We must strengthen self-criticism within the Party and rely on the supervision of the broad masses of working people to overcome shortcomings and mistakes. This is the main aspect. But we should also use the criticism of the various democratic parties and non-Party democrats to overcome shortcomings and mistakes. Regardless of the fact that much of their criticism often starts from the right, it can draw attention to the location of the problems, enabling us to solve the problems that arise in this area in a timely manner. This is also an aspect of supervision. This is beneficial and harmless to our Party and to the socialist cause.

August 29th Instructions and Revisions

To Comrade Shaoqi:

[1] One and two here are the instructions written by Mao Zedong when reviewing the "On the National Question," "The Communist Party," and "International Support" sections of the political report draft. Three and four are two paragraphs that he added when reviewing the "International Support" section of the political report draft.

This part has been revised very well, with few words, clear and good-looking. I hope that the previous part can be quickly revised. Tonight at around 10 o'clock, plan to hold a Secretariat meeting to talk about some things.

Mao Zedong
August 29th

To Comrade Lu Dingyi:

This document [3] has been revised very well. I have only made some small revisions and added two small paragraphs. Please consider them carefully.

Mao Zedong
August 29th

China's revolution and China's construction both rely mainly on giving full play to the strength of the Chinese people themselves, supplemented by striving for foreign assistance. This point must also be made clear. The kind of loss of confidence, thinking that one is incapable of anything, that the fate of China is not determined by the Chinese people themselves, and therefore relying entirely on foreign assistance, is completely wrong. But after affirming this point, we must also affirm another point, that is, we should continue to work hard to unite with the Soviet Union and all fraternal countries, and continue to work hard to unite with all fraternal parties, people's revolutionary parties, and the broad masses of people around the world to obtain their sympathy and assistance. If we do not affirm this point, that is also completely wrong.

Four

Our country's foreign policy is based on the Five Principles of Peaceful Coexistence. In order to ease international tensions and support the national liberation movements against colonialism, our government and people have already done much beneficial work. In the future, we should do more work to strive for all peaceful forces in the world to make them develop further, so as to benefit lasting world peace, which will also benefit our country's construction. For the sake of peace and construction, we are willing to establish friendly relations with all countries in the world, including the United States. We believe that this will be achieved one day.

August 30th Instructions [1]

To Comrade Shaoqi:

[1] This instruction was written on Liu Shaoqi's August 30, 1956 letter to Mao Zedong regarding the arrangement of the various parts of the third revised draft of the political report.

It can be arranged like this , and whether to change it in the future will be considered later.

Mao Zedong
30th

A few words of encouragement for the heroic struggle of the People's Liberation Army can also be said on the issue of national defense.

August 31st Instructions and Revisions [3]

Comrade Boda, please read it and then send it to Comrade Shaoqi:

[1] The order of arrangement of the various parts of the third revised draft of the political report that Liu Shaoqi sent to Mao Zedong was: "Preface, One, International Situation and Domestic Situation; Two, The Party's General Line in the Transition Period; Three, Socialist Transformation; Four, Socialist Construction, Striving to Overfulfill the First Five-Year Plan and Actively Preparing for the Second Five-Year Plan: Industry, Agriculture, Commerce, Culture and Education; Five, Various Issues in National Political Life: On the People's Democratic Dictatorship and the People's Democratic United Front, On the National Question, On the Overseas Chinese Question, On Our Country's National Defense Question, On the Question of Counter-Revolutionary Elements in the Country, On Bureaucracy and the Country's Democratic Life, On the Question of Centralization and Decentralization; Six, The Communist Party; Seven, International Support."

[2] The order of arrangement of the various parts of the political report draft was changed many times during the revision process. The "Political Report of the Central Committee of the Communist Party of China to the Eighth National Congress" published in the People's Daily on September 17, 1956, had the following order of parts: Opening Part; (1) The Party's General Line in the Transition Period; (2) Socialist Transformation; (3) Socialist Construction (with five subheadings: Implementation of the First Five-Year Plan and Preparation for the Second Five-Year Plan, Industry, Agriculture, Commerce, Culture and Education); (4) The Country's Political Life; (5) International Relations; (6) The Party's Leadership.

[3] One here is the instruction written by Mao Zedong when reviewing the "Socialist Transformation" section of the political report draft; Two and three are the instructions and revisions written when reviewing the "Socialist Construction" section of the political report draft; Four is the instruction on compressing the text of the first few sections of the political report draft.

This part has been revised very well and can be used as the final draft. I have only made some small revisions, please consider them. Please, Boda, immediately start revising "Several Issues in National Political Life" and revise it well before September 5th, and send the clean copy for review on the evening of September 5th! Please return it to Comrade Hu Qiaomu after reading it, and then send it to Comrade Shaoqi for reading.

Mao Zedong
31st, 3 o'clock

This document has been revised very well. I have only made some textual revisions. There is a problem on page seven [2], please pay attention to Qiaomu.

Mao Zedong
31st, 5 o'clock

[1] Hu Qiaomu, then Deputy Secretary-General of the CPC Central Committee and Mao Zedong's secretary, participated in the drafting of the political report of the Eighth National Congress of the CPC.

[2] This page mentions that "In the first five years, it is estimated that defense expenditures and administrative expenses will still account for 32 percent of the state's financial expenditures, so expenditures on economic and cultural construction will only account for about 58 percent." Mao Zedong wrote an instruction next to this sentence: "An account must also be given for the 10 percent of expenditures." This sentence was later revised to: "In the first five years, it is estimated that defense expenditures and administrative expenses will still account for 32 percent of the state's financial expenditures. In the state's financial expenditures for the first five years, in addition to items such as credit funds, repayment of domestic and foreign debts, foreign aid, and general reserve funds, which account for about 10 percent in total, expenditures on economic and cultural construction account for about 58 percent in total."

The task of national industrialization, based on our country's large population and abundant resources, requires us to build an independent and complete industrial system that can rely on it internally to meet the needs of socialist expanded reproduction and the technological transformation of the national economy, and can also develop full and effective international cooperation among the countries of the socialist camp, and, whenever possible, develop commercial and trade relations with any country in the world that is willing to interact with us.

Four

Comrade Qiaomu:

Please use the time this morning to revise the first few parts of the report in detail - the introduction, the international and domestic situation, and the general line - and reduce them to about 8,000 words. After revising them well, send them to Comrade Shaoqi for a summary review, and then send them to me for a look, so that they can be edited and printed with other parts during the meeting this afternoon or evening.

Mao Zedong
August 31st, 6 o'clock

September 6th Instructions and Revisions

Send to Comrade Qiaomu immediately:

[1] One and two here are the instructions and revisions written by Mao Zedong when reviewing the "Socialist Construction" section of the political report draft; three is the instruction on contacting Zhou Enlai to revise the political report.

I have reviewed the construction section again, except for the commerce section, and made some revisions with a [pencil]. Please revise the commerce section well and send it to me for review this afternoon, and then send it to Comrade Shaoqi.

Mao Zedong
September 6th, 2 o'clock

In order to maintain the production enthusiasm of the peasants and consolidate the newly established cooperatives, the Party Central Committee requires the cooperatives throughout the country to strive for a 90 percent increase in income for their members in the first few years of their establishment, under normal conditions, and in the future, on the basis of developing production, the general members can increase their income year by year. To this end, cooperatives should not arbitrarily increase the amount of production expenses, management expenses, public accumulation funds, and public welfare funds; the state's tax revenue should also be maintained at an appropriate proportion.

Comrade Boda:

Premier Zhou and Comrade Lofu are starting to revise the political report today. Please contact the Premier, or merge with the Premier's office immediately.

Mao Zedong
September 6th, 7 o'clock

[1] Lofu, that is, Zhang Wentian, then a member of the Political Bureau of the CPC Central Committee and Executive Vice Minister of Foreign Affairs.

September 7th Instructions

Premier Zhou:

After the first few parts of the political report have been revised, please continue to revise the two parts on socialist transformation and socialist construction. These parts must be revised today and must be delivered for translation tonight, otherwise it will be too late.

Please contact Chen Boda when revising.

Mao Zedong
September 7th, 6 o'clock

Comrade Qiaomu:

This part on national issues can probably be revised well in one day, and there are not many difficult problems. But the writing on the suppression of counter-revolutionaries is too simple, and the Party's policy of combining severity and leniency towards counter-revolutionary elements is not mentioned. Please pay attention to adding it.

I don't know if the words about this problem are still on page 15?

Mao Zedong
September 7th, 6 o'clock

Comrade Boda:

I think Qiaomu's revised draft of the "Transformation" and "Construction" parts can be used, and there is no need for major revisions, but minor revisions are necessary. Please work overtime today and be sure to revise everything well before 12:00 tonight, hand it over to me for review, and then send it to Shaoqi for review and typesetting, and deliver it for translation tomorrow morning.

We ask the Premier to revise it at the same time. Please contact him and ask for his revised draft before 9:00 tonight, and adopt it at your discretion. The first three parts [] should also be strived to be revised well today. I have [told] the Premier to pay attention. After revising them well, hand them over to you.

Mao Zedong
September 7th, 7 o'clock

Four

Premier Zhou:

Please preside over the revision of the first three parts of the political report today. The situation part can be greatly revised or rewritten. But please hand it over to Boda for a look before 10:00 tonight, and then hand it over to me. Please revise the "Transformation" and "Construction" parts together with Fuchun [J2J, and be sure to revise them well today and hand them over to Boda for summary at 9:00 tonight. After Shaoqi and I have looked at the above parts, they must be delivered for translation on the morning of the 8th.

[1] Refers to the "Preface," "International Situation and Domestic Situation," and "The Party's General Line in the Transition Period" sections of the political report draft.

The two proposals that you are responsible for reporting [] must also be delivered for translation on the 9th. Please hand over the final revised version to me for a look on the 8th.

Mao Zedong
September 7th, 10 o'clock

Five

Comrade Qiaomu:

The "National" part is poor in content and does not match the weight of the "Transformation," "Construction," and "Party" parts. It seems that it needs to be greatly revised. Please take a look at the first and second drafts, think carefully, and then start working. If you cannot complete the draft today, you can complete it tomorrow. If you need it, you can talk to Peng Zhen and Ruiqing [121].

Mao Zedong
September 7th, 10 o'clock

After using Premier's revised version, please send it to Boda, because there are instructions in it that need to be revised by Boda again.

In addition, please immediately print the various parts that have been finalized (including the beginning [1] and one to four []) into a book and distribute it to all representatives today, one copy per person, and attach a notice asking them to read it immediately upon receipt and add revisions, and return it to the Central Committee on the afternoon of September 12.

Mao Zedong
September 11th, 4:30

Four

Comrade Shaoqi:

I agree with your revisions. I have also made some revisions, and there are two other places that were revised in consultation with Qiaomu and Boda. Please consider them. Premier Zhou does not have time to look at this document tonight. He is revising his own report [1]. Therefore, please immediately combine the two revised versions of this part and send them for printing and translation. At the same time, distribute them to all representatives and ask them to submit their opinions to the Central Committee on the afternoon of September 13.

Send to Comrade Shaoqi immediately:

These revisions are all very good and can be sent for printing and translation immediately. Only on page six of "International Relations," the newly added words "in different ways (some economically, some politically)" can be omitted in order to be consistent with Premier Zhou's report. This was originally my proposal, but now I feel it should be cancelled. Please consider it.

September 14th Instructions

Send to Comrade Shaoqi immediately:

(1) Please immediately ask someone to copy the addition of a paragraph and some other word revisions in the international part and send them for translation, and also typeset a clean copy.

(2) Boda et al. revised the Party part before 12:00 today and have already asked them to send it directly for translation. Because we will not be able to get up until the afternoon, we can revise it again if we have any opinions after reading it.

If you have any revisions in other places, please send them directly for translation and typeset a clean copy, do not send them to me for review.

Comrades Boda, Qiaomu, and Jiaying:

(1) I have read the "Party Leadership" part and it can be used. It is estimated that there will not be too many revisions. But there will definitely still be some revisions. We all need to sleep. After you have revised it well before 12:00 this morning, hand it over directly to Shangkun for translation and printing. We will look at the revised copy after we get up.

(2) I have made some more revisions to the opening speech and have sent it to be typeset and sent to you. Please consider it carefully and hand it over to me this afternoon!
