Supplementary Notice on Reporting Work to the Central Committee
(May 20, 1956)

To all provincial Party committees, municipal Party committees, and Party committees of autonomous regions:

Recently, the provincial and municipal Party committees of Guangdong, Hubei, Wuhan, Guangzhou, and others, when reporting to the Central Committee on financial and economic work, have all taken the entire local financial and economic work as their object (including work managed by various central ministries and work managed locally). In the industrial sphere, they have mostly drawn lessons from large enterprises managed by central ministries, such as the Yangtze River Bridge, the Wuhan Iron and Steel Company, the Yangtze River Navigation Bureau, the Guangzhou Paper Mill, the Guangdong Sugar Industry Company, and so on. In the financial and trade sphere, they have likewise taken the entire local financial, monetary, and trade work as their object, analyzed it, and put forward opinions. The Central Committee considers this approach to be very good. The stipulation in the Central Committee’s telegram of May 14[1] that the objects of reporting by various localities may be primarily those managed locally or those hoped to be managed locally, with those managed by central ministries as supplementary, should be rescinded.
