Nanjing and Fuzhou Military Regions: A Comment

After reading by Liu, Zhou, Zhu, and Xiaoping,[1] return to Comrade Peng Dehuai.[2]

I have read this document.[3] Agree to the division into two military regions. As for whether Ye Fei[4] may no longer concurrently serve as provincial party secretary, and the question of who shall fill the post of provincial party secretary, request Xiaoping and Tan Zhenlin[5] to discuss, decide, and inform Peng.

[1] Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Xiaoping, i.e., Deng Xiaoping, then serving as Secretary-General of the CPC Central Committee.
[2] Peng Dehuai, then serving as member of the CPC Central Military Commission, Vice Premier of the State Council and Minister of National Defense, presiding over the routine work of the Central Military Commission.
[3] Refers to Peng Dehuai’s report of March 28, 1956, to Mao Zedong, proposing the division of the Nanjing Military Region into the Nanjing Military Region (administering the provincial military districts of Jiangsu, Zhejiang, and Anhui) and the Fuzhou Military Region (administering the provincial military districts of Fujian and Jiangxi).
