It can be stated with certainty that the number of arrests this year should be considerably fewer than last year, confining them to only a small number of individuals who absolutely must be arrested. The number of executions should be even more limited, carried out only in the case of an extremely small minority of those who cannot be spared. By the time the Central Public Security Conference is held at the end of March this year, a new plan should be drawn up in light of the changed situation and submitted to the Central Committee for approval. On February 29, 1956, the Central Committee transmitted the Guangdong Provincial Party Committee’s report to the Shanghai Bureau, the party committees of all provinces and municipalities directly under the central government, and the party committees of autonomous regions. 〔〕 Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Ruiqing is Luo Ruiqing, who at that time served as Minister of Public Security.
