[1] The first part is an annotation on the report of the CPC Jiangsu Provincial Committee dated February 10, 1956, concerning the conference on high-yield agriculture in Jiangsu Province; the second part is an annotation written on the draft of the Central Committee's forwarding annotation of the Jiangsu Provincial Committee's report on February 20, 1956.
[2] Refers to the report of the CPC Jiangsu Provincial Committee to the Central Committee and the Shanghai Bureau dated February 10, 1956, on the conference on high-yield agriculture in Jiangsu Province. The report stated that the conference conveyed and discussed the Forty-Article Program for Agricultural Development, which broadened everyone's horizons and thinking, continuously overcame various conservative ideas, and paid attention to correcting groundless fanciful notions. On this basis, the conference divided into large groups for rice-wheat areas, miscellaneous grain areas, cotton areas, and mountainous areas to exchange and summarize high-yield experiences: 1. Rationally change the farming system, increase the area of multiple cropping, and strive for an overall increase in production; 2. Actively carry out agricultural capital construction, build farmland water conservancy projects, increase the accumulation of natural fertilizers, improve soil, and add more draught oxen and farm tools; 3. Actively improve cultivation techniques, requiring a series of technical measures from seed selection to harvesting; 4. Focus on key measures for increasing production in accordance with local conditions. The conference also laid out the plan for high-yield agriculture across the province, stipulated methods for related emulation campaigns, and set different grain and cotton high-yield targets by area, level, and grade.

[1] This is Mao Zedong's annotation on a report dated February 22, 1956, from Peng Dehuai, Member of the CPC Central Military Commission, Vice Premier of the State Council, and Minister of National Defense.
[2] Peng Dehuai's report stated: The Soviet Army Headquarters has invited 10 officers from the People's Liberation Army of China to visit the Soviet Far Eastern Military District to observe military exercises scheduled from March 5 to 10. After consultation with the General Staff Department, a delegation list has been proposed, headed by Deputy Chief of General Staff General Zhang Aiping, with Deputy Commander of the Nanjing Military Region Lieutenant General Guo Huaruo as deputy head.
