[2] Refers to Wang Dongxing’s report of 11 February 1956 to Mao Zedong concerning the development of agricultural cooperation in some rural areas of Jiangxi. The report states that, according to statistics from the Provincial Party Committee’s Rural Work Department, the number of peasant households in the province that had joined elementary cooperatives had reached 78% of the total peasant households. Before spring ploughing, the masses, in conjunction with formulating production plans, were already brewing the establishment of advanced cooperatives. In some areas, this had already been rolled out, with plans to basically realize advanced cooperatives by this winter and next spring. The main current problems in the rural areas are: poor capacity to withstand floods and droughts, a shortage of agricultural machinery, insufficient labour power, a scarcity of livestock and seeds, difficulties in purchasing, etc. Regarding the future development plan for advanced cooperatives, the Provincial Party Committee intends to proceed in two steps (first pilot projects, then expansion), but fears affecting the masses’ enthusiasm; if proceeding in a single step, there is concern about lacking work experience, making it difficult to guarantee a 90% increase in output for commune members. The Provincial Party Committee is currently studying this and has not yet reached a conclusion.
