Refers to Wang Dongxing's report to Mao Zedong on February 11, 1956, concerning the development of agricultural cooperativization in some rural areas of Jiangxi. The report stated that according to statistics from the Provincial Party Committee's Rural Work Department, the number of peasant households that had joined elementary cooperatives in the province had reached 78% of the total number of peasant households. Before the spring plowing, the masses, in conjunction with production planning, were already considering establishing advanced cooperatives. Some areas had already started, with plans to basically realize advanced cooperatives this winter and next spring. The main problems in the rural areas at present were: poor ability to resist floods and droughts, shortage of agricultural machinery, insufficient labor force, scarcity of livestock and seeds, and difficulty in purchasing them. Regarding the future development plan for advanced cooperatives, the Provincial Party Committee intended to proceed in two steps (first pilot projects, then expansion), but feared it would affect the enthusiasm of the masses; if it were done in one step, there were concerns about lack of work experience, making it difficult to guarantee a production increase for 90% of the cooperative members. The Provincial Party Committee was currently studying the matter and had not yet reached a final conclusion.
