This comment was written on a report dated January 25, 1956, from the Fourth Office of the Secretariat of the Central Committee of the Communist Party of China to Deng Xiaoping, concerning the Central Committee of the Communist Youth League’s plan to promote youth production teams nationwide in rural areas. The report stated that, after consulting the opinions of relevant comrades and conducting preliminary studies, it was felt that the form of youth production teams indeed had some positive effects during the trial process. However, during their development, some noteworthy problems were also discovered. The main issue was that in some places it was proposed that all members of youth production teams should be physically strong and ideologically progressive. Doing so would lead to an excessive concentration of strong laborers and activists, affecting the rational allocation of the entire labor organization within the cooperative and the production of other teams.
At present, the conditions and experience for universally establishing youth production teams are not yet mature.
