This draft 40-article program for agricultural development will remain a draft for the next several months. Workers, peasants, intellectuals, and patriotic personages from all circles nationwide shall be invited to discuss it and offer their opinions.

A new situation has now also emerged regarding the problem of over one million unemployed people in the cities, which many felt would be difficult to resolve in the short term. The Jiaxing Prefecture in Zhejiang Province has requested the transfer of 100,000 laborers from Shanghai, and Jiangxi Province has also requested Shanghai to transfer 500,000 unemployed persons capable of engaging in agricultural production to their area. As for the remote border regions where land is plentiful and people are few, their urgent need for labor goes without saying. By arranging for this over one million unemployed persons left over from before Liberation through both urban and rural channels, they can be employed within a few years.
