Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Chen refers to Chen Yun, who at the time served as a member of the Secretariat of the CPC Central Committee and Vice Premier of the State Council. Peng Zhen was then an alternate member of the CPC Central Committee Secretariat and Vice Chairman of the Standing Committee of the National People’s Congress.

After October 1955, the nationwide tide of agricultural collectivization advanced with such boldness that it repeatedly surpassed even the most optimistic forecasts. Tens of millions of peasants flocked into cooperatives, and by late December 1955 the number of farming households participating in cooperatives had already exceeded 60 percent of the national total. Semi-socialist collectivization throughout the country could thus be achieved by the second half of 1956. Moreover, the transition of cooperatives from a semi-socialist to a fully socialist stage might also be completed ahead of schedule, between 1959 and 1960.
