Li Kaiwen was an old acquaintance of Mao’s from Yanan days. On this occasion too
in the company of Li Fuchun and Cai Chang, discussed the matter of centralized state
purchasing and marketing and cooperativization in Anhui, Li suggested that there
were tendencies toward commandism (see text June 6, 1950{1], note 11) in some
cadres’ work-styles,

That’s really subjective; they don’t even study the problem a bit first.
things ought to be planted only if people can afford to do so; if they cannot
then just don’t plant them!
