These ten points were written on a statistical table dated November 24, 1955, submitted by the Central Administration for Industry and Commerce under the State Council to Mao Zedong for his review. The table provided information on the state-private joint-operation situation in private factories nationwide with 500 or more employees. It was forwarded by Li Weihan, then Minister of the United Front Work Department of the CPC Central Committee and Director of the Eighth Office of the State Council.
